CLEEN is a 3-year EU project with the aim to build a partnership of civil society organizations (CSOs) in Armenia, Georgia, Moldova and Ukraine. The focus will be on energy efficiency and cost savings, and increased accountability of local and national authorities on this issue. WECF will coordinate this project, develop modules and provide technical expertise.

Overall objective
The overall objective of the CLEEN project is to build a partnership of CSOs in the four countries to strengthen CSO capacities for:

  • Monitoring of local policies and budgets
  • Cooperation with local authorities and stakeholders
  • Policy dialogues
  • Raising awareness on energy policies

Project activities

  • In order to achieve the overall project objective, several activities will be undertaken:
  • Capacity building of CSOs
  • Sub-granting to local CSOs
  • Partnership, networking, advocacy and outreach


Results
The project activities are undertaken to generate the following results:

  • 60-90 trained CSO staff in the four countries have enhanced skills in three areas and can contribute to public policy analysis, participate in developing local strategies and train others;
  • 30-45 CSOs using their newly acquired skills to promote reform and increased public accountability in fifteen local authorities, whose improved energy efficiency skills benefit 10,000-50,000 local citizens;
  • One sectorial regional partnership of CSOs sharing common values and challenges is facilitated, providing networking support for 30-45 CSOs to replicate local energy practices and strengthened advocacy impact.
