International Black Sea University was established in 1995 based on the resolution of Ministry of Education and Sciences of Georgia and Cabinet of Ministers of Georgia in 1995, which was initiated by the President of Georgia Eduard Shevardnadze and the Prime Minister of Turkey Tansu Chiller.
