Foundation Center for Energy Efficiency - EnEffect

Center for Energy Efficiency Eneffect is a non-profit non-governmental organization, established in 1992 in Sofia, Bulgaria. Its mission is to support the efforts at all governance levels in the country towards sustainable development through more efficient use of energy. Since 2004, EnEffect-Consult SPLtd. has been established by EnEffect in compliance with the Energy Efficiency Act requirements to entities, which are authorized to perform energy audits and energy efficiency certification of buildings. Its activities are also directed to research and analyses in the area of energy efficiency and renewable energy sources.

The EnEffect’s principal objectives are:

- to contribute to the development of energy efficiency policy at all management levels in Bulgaria to achieve economic and environmental benefits for the country;
- to assist the process of institutional development and capacity building in Bulgaria as a prerequisite for the initiation, development and implementation of energy efficiency projects and programs;
- to assist technology transfer and exchange of experience and information.

Expertise and activities:

The major EnEffect’s expertise and its main activities are related with:

(a) support to energy policy reform:
- development of energy efficiency programs - following its own internationally recognized methodology EnEffect has developed and / or assisted the development of more than 60 municipal energy programs;
- overcoming legal barriers to the implementation of projects – by recommendations of EnEffect and the NAMRB legal changes have been introduced;
- overcoming financial barriers to energy efficiency projects – innovative financial schemes and mechanisms for energy efficiency projects have been studied, implemented and disseminated through projects of GEF/UNDP, USAID, etc.;

(b) support to energy efficiency investments:
- series of energy efficiency  investment project (incl. pilot and demonstration projects) identified and developed (incl. for JI and RES) on the base of the cooperation within the network EcoEnergy and the Bulgarian Industrial Chamber;
- energy auditing – series of energy audits have been developed using specialized modeling software and technical measurement equipment, available in EnEffect;
- business planning – significant experience has been accumulated within series of international projects addressed to various financial sources and instruments, incl. regular bank loans, guarantees, flexible mechanisms of Kyoto, third party financing (ECSO schemes), leasing, public-private partnership, guarantees etc., related to different public and private Bulgarian clients;
- monitoring and verification of savings;

(c) capacity building
- training in project identification, development and business planning and local energy planning;
- dissemination of information and good practices (incl. printed publications and Internet web sites development and maintenance);
-management of energy efficiency networks.
