National Institute for Research and Development in Environmental Protection (Romania)
National Institute for Research and Development in Environmental Protection (INCDPM) is an independent entity for research which was founded according to GR 1442/2009 by embodying 3 environmental institutions known at national and international level, having experience in environmental protection since 1950.

Currently, INCDPM consists of 3 research entities:
- > Headquarters (INCDPM Bucharest)
- > 2 subunits:
- - INCDPM Tulcea Branch (INCDDD)
- - INCDPM Constanta Branch (INCDM)
MISSION
The mission of the National Institute for Research & Development in Environmental Protection (INCDPM) is to advance knowledge of science and to fulfil the society needs related to environmental protection, sustainable development and climatic changes, both at national and international level. The mission of the institute is asserted by specialists with a lot of professional experience, which may offer, any time, efficient solutions to different challenges regarding this field of knowledge, but also by promoting young researchers, which are helped by experts in order to increase the technical and scientific quality of their work.
One of the main directions of INCDPM Bucharest is research on Danube River environmental protection, INCDPM Tulcea Branch – INCDDD performs mainly research regarding Danube Delta Biosphere Reserve ecosystem and INCDPM Constanta Branch – INCDM is involved mostly in research on Black Sea and the adjacent coastal area.
STRATEGIC SCIENTIFIC OBJECTIVES
The strategic objectives of INCDPM refer to scientific research and technological advance in environmental protection issues.
The strategic objectives are:
- • Monitoring and assessing the quality of various environmental compartments (air, water, sediments, soil)
- • Promotion and development of interdisciplinary research covering both geosphere and biosphere elements
- • Investigating and understanding the actual characteristics, the future variability and the relationships between different environmental elements and their impact on society
- • Bringing significant, innovative contributions to the development of new environmental technologies
- • Promotion and engagement in new research directions (such as climate changes, nanotechnologies, preventive solutions elaboration, etc.)
- • Maintain a balance between fundamental and applied researches and support the feedback relationships between the two approaches.
SUCCESFUL ONGOING PROJECTS IN DANUBE AREA
1. Monitoring the environmental impact of improvement works for navigation conditions on the Danube River, between Calarasi and Braila, KM 375 - km 175 (POS-T2012/3/3/004), 2011-2017
The general objective is to track the evolution of environmental factors as a result of hydrotechnical works that are carried out on the Calarasi-Braila sector of the Danube River during 2011-2017, between 375 km and 175 km. At this project INCDPM team collaborates with experts from INCDPM - Tulcea Branch (INCDDD) and from INCDPM - Constanta Branch (INCDM). The project importance is highlighted by the fact that its results are of high interest for Danube River environmental protection, according to Convention on Cooperation for the Protection and Sustainable use of Danube River.
The specific objective is to ensure the effective monitoring of the pre-construction, construction and post-construction phases of hydrotechnical works for the following indicators: air, noise, soil, hydro-morphology, water, aquatic flora and fauna, terrestrial flora and fauna, compliance with the intervention plan in case of accidental pollution.
The two most important directions of the project are sturgeon monitoring (establishing sturgeon behaviour and their migration routes) and 3D/quasi 3D numerical modelling which allows the development of possible scenarios based on numerical simulation (the simulations results lead to elaboration of preventive solutions for environmental protection purposes (E.g. assurance the continuity of sturgeon migration routes).
2. Studies regarding bank protection in Divici-Pojejena wetland (Europe-Aid/134910/4/SER/RO, CODE 1344), 2014-2015
The project has as main objective to achieve shore protection and erosion control for protecting the wetland Divici-Pojejena (protected natural area). The Contracting Authority is Caras-Severin County Council and the Project Coordinator is the National Institute for Research and Development in Environmental Protection (INCDPM), in collaboration with SCE SAS (France) and INTEGRA (Romania).
The specific objectives of the project are: development of studies regarding at the defence of the shore in the area of interest by selecting the most appropriate technical solutions in line with principles of sustainable development and establishment of the impacts of technical solutions selected on the environment.
At the same time, the project envisages the development of a plan for the sustainable development of tourism in Romania-Serbia cross-border area.
