[Call for applicants] EU High-Level Advisers Assistants (European Union High Level Advisors' Mission to the Republic of Moldova 2016-2018’)

Background information: the EU High-Level Advisers to Moldova are high-level experts to provide policy advice in key sectors of EU reform agenda of the country. High-Level Advisers will work in the following areas: Aid Coordination, Public Finance Management, Implementation of EU-RM Association Agreement, Security Sector Reform, Confidence Building Measures, Food Safety, Banking, Energy, Police, Regional Development, Customs, Rural Development and Agriculture, Environment, Employment, Anti-money Laundering and Combating Financing of Terrorism, Public Administration Reform, Communication and Visibility, Financial Governance, Economy and Trade in the context of DCFTA, Transport, Education, Internal Affairs, Justice, Anti-corruption, Taxation. For the efficient implementation of High-Level Advisers (HLA) tasks, each one of these will be supported by a HLA Assistant. The HLA Assistant will play the role of personal assistant and language assistant. The duration of his/her assignment will be paired with the relevant Adviser (indicatively 240 working days per year).
Key Responsibilities:
- • Office management and administrative assistance to the HLA including daily organisation of the office.
- • Drafting of minutes of meetings and other written materials in English, Romanian and/or Russian languages.
- • Assistance to the HLA in monitoring and reporting tasks on achievements in the framework evaluation of the progress in the sector.
- • Logistic support.
- • Provision of language assistance, including translation and interpretation (English/Romanian/Russian and vice versa).
Qualifications and skills:
- • A University Degree or a professional experience of 5 years, relevant for the position of HLA Assistant;
- • Excellent communication skills;
- • Proven report writing skills;
- • Computer literacy;
- • Excellent written and spoken English;
- • Fluency in Romanian and Russian languages;
- • Flexible working approach and ability to plan and prioritise continually changing schedule;
- • High communication, presentation and organisational skills;
- • Knowledge of the EU policy framework in the sectors mentioned above/applying for will be considered a distinct asset.
Professional experience:
- • At least 3 years of professional experience, relevant to the position.
- • Professional experience as interpreter will be considered as an asset.
For each position the specific professional experience will be determined with the help of the HLA. Working experience in international projects or international environment will be an asset.
