Ukraine has put in place a wide-ranging legal framework to govern the development of its science and innovation system, but must move from theory to action, and faces tough implementation challenges, according to the PSF Peer Review carried out in the second half of 2016. The Peer Review received support from the highest levels, including Ukraine education and science minister Liliia Hrynevych.
